EL Alliance is part of the BPC (Broadening Participating in Computing) program within NSF.  http://www.bpcportal.org 

We are one of a community of Alliances that seek to significantly increasing the number of underrepresented graduates in the computing disciplines, with an emphasis on women, persons with disabilities, and minorities (African Americans, Hispanics, American Indians, Alaska Natives, Native Hawaiians, and Pacific Islanders).
