Luis Vincente is received his Ph.D. in Electrical and Computer Engineering from the University of Missouri, Columbia, MO, his M.S. in Electrical Engineering, Florida International University, Miami, FL.  He is a telecommunication engineer at the Universidad Politécnica de Madrid in Madrid, Spain.
